Because New Eden embraces an extreme libertarian view on freedom of play, many "griefing" actions and behaviors are allowed. This includes stealing from other players, extortion, and suicide ganking other players for profit.^[1]

However, malicious, prolonged and concentrated harassment where no material gain is involved is indeed considered to be a punishable form of illicit griefing by CCP.^[2]

So called Justice in Eve is an ephemeral thing.  In High Sec space, the defacto justice system is mete out by CONCORD (Consolidated Co-operation and Relations Command). 'Justice' here is simply the destruction of the criminal's ship.  If there is to be any greater justice or punishment inflicted upon criminals, then the players must rise to act, and enforce their own brand of vigilante justice.
